was deemed to be unnecessary since most of the WPHOA members communicate with

The National Kidney Foundation of the Alleghenies' 22nd annual Corporate
MONOPOLY Tournament held on Wednesday, February 21, 2007 was a huge success
as usual. Thanks to the WPHOA Officials who donated their time to such
a worthy cause: Scott Hutchinson, Jeff Kennedy, Larry Montebell, Ed Schultz Sr.,

A Fellow Official in Need - Please Help |

Brian Finn, a USA Hockey official from New York, has recently been diagnosed
with Stage IV gastro-esophageal cancer. He is the father of three young children,
and his family and friends are doing what they can to help out. They are
planning a benefit to be held in June for which they are looking for merchandise
to be raffled, and they are also asking for monetary donations to help with the
family's mounting medical bills. You can find information regarding donations

Successful WPHOA Game - Zebra Cup Coming |

It was a great day! 30 guys game out and laced them up to battle for the
right to be called winners in the annual WPHOA Hockey game. The head coach from Moon Township did a good
job of trying to keep us all in line. As much as I would like to say that
the red team was the dominant force in the game, most of us really know
that is not the case. I am sure that Jason Binnie wishes he had a better
team in front of him, he did get a work out. Jim Koch for the third year
gets the MVP honors for providing the beverages. I think that next year
I am going to need to pay more attention to dividing out the sticks.

Anyone looking to play in the Zebra Cup needs to get to me ASAP. The price
for the event is $50.00. We are placing 13 guys per team. 12 forwards

2007 Zebra Cup |

WPHOA will host a second annual Zebra Cup during the weekend of May 18-20 at the Ice Castle.
Invites have been sent to Fort Wayne, Dayton, Cleveland and Erie thus far.
The fee will be $50 per player, which covers 4 games and officials for the weekend.
The intention is to have 13 players per team, including goalies. If you want
to participate, sending your money to Tim Morgret guarantees your spot. The
deadline for registration is the WPHOA Hockey game on April 22. Tim will
set the lineup for the teams (possibly by requests/input at the WPHOA hockey game).
Finally, if anyone has one of the blue or red shirts that were used last year (for the Zebra Cup), Tim needs these back!

The annual WPHOA hockey game will be held on April 22, 2007 from 3:10 to 5:10 PM at the Ice Castle. The $10.00 per player fee covers the ice time as well as food & drink following the game at the rink. The first 30 players to get the money to Tim Morgret are in (telling him you are in does not count - cash or check guarantees your spot). Finally, if anyone has one of the blue or red shirts that were used last year (for the Zebra Cup), Tim needs these back!

The annual WPHOA Golf outing will be held on June 16 at Oglebay Resort in Wheeling WV. The event may be
stretched to June 17 as well, but there are currently no cottages or rooms
available for overnight accomodation. More details will follow shortly, but
the fee will be $85 for golf and dinner.

AJ Maloney and his wife, April, welcomed a daughter, Sarah Julia, on Wednesday, January 10. AJ is not new to officiating, but he is new to our area. He and April moved here from the western New York area at the beginning of the season. If you get a chance to meet AJ, please welcome him to WPHOA and congratulate him on the arrival of his daughter.

Rather, the meeting is being held in the women's bath house/locker room (the scheduler respectfully requests you keep your comments to yourself). This is up behind the rink building near the swimming pool.

The National Kidney Foundation of the Alleghenies' 22nd annual Corporate
MONOPOLY Tournament will be held on Wednesday, February 21, 2007 at the US
Steel Tower - Upper Lobby. WPHOA has provided 'referees' for this event every
year since it's inception 22 years ago. Our participation is primarily
ceremonial, but we do make some 'calls' and have a lot of fun for a great
cause. They ask us back every year and everyone treats us much better than our
usual crowds, they love us. All that is required is your referee sweater to
wear during the event. They provide free drinks and dinner in a dine-around
setup starting at 5:30pm. The Monopoly Tournament competition begins at 6:30pm
and wraps up around 8:00pm. This is the only charity event in which WPHOA
participates. Please make every effort to attend and help out, there is plenty
of room for everyone. For further information and to confirm your 'assignment'

Maintain the New Standard of Play |

A Letter From the USA Hockey District Referees-In-Chief,
On behalf of USA Hockey and the Officiating Program, let us be the first to wish you a prosperous holiday season!
The hockey season is now if full swing and, thus far, the vast majority of our team has been up to the challenge with regards to the Standard of Play Initiative. Several positive reports have come in that the level of play has improved and that many of the teams have made the necessary adjustment. As a result, the games are faster, have fewer penalties and decidedly more flow.
The new challenge is to not relax and allow us to be lulled to sleep with clean play. Even though many teams have adjusted, we need to maintain the same strict standard that was in place at the beginning of the season and reinforce the expectations as to how the game is to be played. As soon as we relax the established standard, the illegal tactics will creep back into the game and teams will be allowed to gain a competitive advantage with their illegal play. Now, even more than ever, the officiating community must show resolve and continue to call the standard of play guidelines to the strictest enforcement. By doing so, the game will be able to take another step forward in the right direction.
Remember, the game is bigger than all of us. Whereas a few officials may feel it is necessary to establish their own style of officiating, it is important to remember our role as an official - which is to enforce the rules of the game. The rules are one area where substance will always override style and the standard of play initiative makes this truer than ever before.
USA Hockey, and the entire global hockey community, are committed to the established standard of play and are counting on the continued support of our officiating team to enforce all of the rules of the game. What we are really asking is that you take pride in being the best official you can be and take some ownership in allowing the game to prosper with an emphasis on speed, skating, puck handling, passing and legal body contact/checking.
Please review the Standard of Play resource material on USAHockey.com to refresh your knowledge of what is expected and look for a new weekly video clip feature to be developed soon. Most importantly, keep working hard and hold your head high!

Standard of Play Memo |

The season is well under way in most areas of the country and the early indications suggest our officiating team has met the challenge of implementing the Standard of Play and Rules Enforcement Initiative. We know that this transition period is difficult and will require a lot of patience and perseverance. Some areas have already reported a positive response with the games played at a faster pace, with fewer penalties and more physical play and without the illegal use of the stick or arm to gain a competitive advantage. Keep up the great work and please understand that you have the full support of the entire USA Hockey family in maintaining this standard.
The District Referees-in-Chief would also like to take this opportunity to clarify a few things as it relates to the Standard of Play and make sure every official is on the same page. Attached (CLICK HERE to open attachment in Adobe Acrobat), please find interpretations for four areas that appear to have caused the most confusion to players, coaches, parents and officials. Please review these interpretations, along with the Standard of Play Video on USAHockey.com, on a regular basis in order to keep them fresh in your mind.
In addition, it is also important to make sure that we do not over react to situations and call infractions that are simply not penalties. To help you respond accordingly, keep in mind that a “competitive advantage” needs to be gained as the result of an “illegal action” in order for a penalty to be assessed. Whereas we want to reward skilled play such as skating, balance, strength, puck handling, body position/checking and anticipation, the defensive player also possesses some of these skills and we do not want them penalized for good play, either. Let’s also not forget to call the other infractions that may not be specifically covered under the Standard of Play.
As always, if you have any questions regarding enforcement of the rules or the Officiating Program as a whole, do not hesitate to contact your District Referee-in-Chief. Your efforts and commitment to the sport of hockey and the “art of officiating” are greatly appreciated.

ECAC is looking for new members |

The ECAC will be holding a tryout clinic in Rochester NY on August 13. The cost is $50
and pre-registration is required. Please contact Anne Glover at www.ecac.org for more
information. If selected at this tryout you must still attend the fall clinic for
ECAC staff in Harmarville PA on Sunday, September 17, 1:00 PM. ALL officials that
work ECAC games MUST attend this clinic. There will be NO exceptions. The clinic will
consist of a 1 mile run, classroom session with NCAA closed book exam and a 1 hour
ice session. (This will be the afternoon portion of the USA Hockey Level 3-4
Official's Seminar scheduled for that date. The ACHA Club Hockey exam will also be
given.)

Good Luck & Fond Farewell to Adam Annaccone |

Unfortunately for us, Adam Annaccone has accepted a position at Dartmouth College in
New Hampshire as an Assistant Athletic Trainer. He will be working primarily with the
Women's Basketball team and will assist with the Men's football team. He plans to
continue his officiating career (I hear they have some hockey up there - hopefully he
can find a game or two). WPHOA will miss Adam & we wish him the best of luck!

WPHOA Official Selected for ECHL Finals |

PRINCETON, New Jersey, United States — Jamie Koharski, Joe Ernst, Matt Bialota
and Nygel Pelletier will referee the ECHL’s Kelly Cup Finals, the league
announced. Also named to the officiating team were linesmen Brad Philips,
David Jones, Jason Finley, Paul Carnathan, Rob Fay and Wally Lacroix. The ECHL
also selected Scott Sivulich and Will Moran to serve as backup linesmen in the
event of an injury or other incapacity.
Koharski, 24, the son of veteran NHL referee Don Koharski, is making his
first appearance in the Kelly Cup Finals. He is a top NHL prospect and spilt
his officiating this season with the AHL. Bialota,
33, Ernst, 34, and Pelletier, 31, all officiated the 2005 Kelly Cup Finals. Ernst
briefly held the position of ECHL director of officiating last summer following the
firings of Bryan Graham and deputy, Jim Norquay. However, the veteran of 15 seasons
resigned after one week on the job. Bialota together
with Jones, 25, and Fay, 28, worked the ECHL All-Star game this season. The best-of-seven
series between the Alaska Aces and Gwinnett Gladiators starts tonight and
continues Thursday with the Aces hosting games one and two in Anchorage
before shifting to Georgia for games three and four on Monday and Tuesday.
If necessary, the Gladiators also host a game five next Wednesday, June 1, with the Kelly
Cup Finals concluding back in Alaska on June 3 and 4. The total distance
between the Aces and Gladiators is 4,349 miles. Traveling between the two teams would take
74 hours by car and between 10 and 12 hours by air.

Zebra Cup a huge success |

WPHOA hosted a Zebra Cup tournament at the Ice Castle over the May 19-21
weekend. Teams from Dayton & Erie traveled to Pittsburgh to participate
with two local teams (red & blue). The tournament was very competitive,
and the championship game between Erie & the WPHOA red team was no
different. Erie jumped out to an early 2-0 lead, but WPHOA fought back
to tie it. Erie kept adding to their total, but the WPHOA team wouldn't
go away and never trailed by more than two goals. With about 1:30 left
in the game, WPHOA scored to make it 9-8. Erie finished strong to
claim the championship. The consolation game was likewise a very
competitive game with the WPHOA blue team hanging on as the Dayton team
threatened in the final moments, but WPHOA blue held on for a 7-6 win and
a third place finish. Most importantly, everyone seemed to have a great
time. Hopefully this can become an annual event with more teams.

Jim Weaver's father passed away this past weekend. Our condolences go out
to Jim and his family. Funeral arrangements will be handled by Beinhauers.

Successful WPHOA Hockey game |

The WPHOA hockey game on April 29 at the Ice Castle was a success:
everyone had a great time, no one was injured, and the refreshments
were wonderful. The more experienced (i.e. "old") red team dominated
the fast-skating (i.e. "young punks") blue team throughout most of the
game, and the red team came away with the win. Mt. Lebanon Head
Coach Paul Taibi officiated the game. Dave "Doc" Donatelli was
unanimously voted MVP of the event: he brought the beer tap. Thanks
to everyone who participated & made it a great event.

There are Lodge rooms available for this night as well. They are
close to capacity and we would need to make reservations ASAP. We
currently have two “Cottages” reserved for Saturday Night. These
consist of 10 double beds per lodge. The costs per night are $340 per
Cottage plus taxes. If we can get 10 guys/couples that would be about
$40.00 with taxes plus any food or beverage we would need to bring
along. We also have tee times reserved for Sunday the 18th (4)
on the Speidel Course. Fees for Sunday golf are $50 w/cart. Obviously
we need to get the reservations for at least the rooms down pretty
quick. I need to hear back from any of you looking to stay over ASAP.

End of Year Payout |

All Members please note: With the conclusion of the season, payouts
will begin shortly. We must receive funds from the leagues before
payouts can begin. As a reminder, all officials must confirm their
games with Beth Morgret. No confirmation, No Payout!! Anyone
requesting an early payout must request it through Beth Morgret who in
turn will forward a listing of games to Dave Crichton. Due to the new
computer scheduling system, Dave does not have access to the financial
side of your games. It is necessary for all requests for payout to go
through Beth first.

Craig Foster died suddenly on March 9, 2006. Craig played high school
hockey with Dan Broniman, was coached by Mike Broniman, and was the
leading AAA scorer his senior year. Our condolences go out to Craig's
family, including referee Jack Foster.

Zebra Cup - Message from Tim Morgret |

From Tim Morgret: I have booked ice in Pittsburgh for a suggested Zebra
Cup weekend. The weekend is May 19th, 20th and 21st at the Ice Castle in
Pittsburgh. This is where Nationals are being held this year. I have
booked enough ice for 4 teams to play. I have the availability to book
more ice if needed. Let us work on the four teams first. Cost per team
is $425 three games minimum. Top two teams advance to the finals. You
will have to provide your own uniforms. A couple of suggestions were
made that we have a cook out at a local park on Saturday night or a golf
outing in between the morning and afternoon games. A cook out might
raise the price a couple of bucks but should not be all that bad. The
rink will help us with hotel reservations if needed. I do need to get to
them to block rooms so I need to hear back from you guys ASAP. Games
will begin on Friday at 7:30 and 9:00. Saturday starting at 10:30 am one
on each side and 8:30 & 9:00 pm in the evening. Sunday's championship
will be 11:00 am. I can get ice earlier if the other two teams want to
play a consolation game on Sunday giving everyone a 4 game weekend. The
fee goes up another $50.00 per team if that I what happens. I need to
know about this by April 7th. If interested please phone or email. ALL
PLAYERS must be registered officials. Cards may be asked for.

A pick-up hockey game will be held on April 29th at the Ice Castle for
WPHOA members. We will have the ice from 2:40 PM to 4:40 PM. The
price per player is $15. This event will be limited to 30 players &
4 goalies: secure your spot by sending your money to Tim Morgret (1726
Queens Dr, South Park PA 15129). Food & beverages are included and will
be provided after the game. The $15 fee cannot be deducted from your
WPHOA earnings: you must send the money. Should you know of any coach
that would be interested in refereeing the game, let Tim know ASAP.

The National Kidney Foundation of Western Pennsylvania and WPHOA would like
to thank the following members who took the time to 'referee' the 21st Annual
National Kidney Foundation Corporate Monopoly Tournament held, in Pittsburgh,
on on February 15, 2006. This highly successful event raises tens of thousands
of dollars every year to battle kidney disease. The referees play a big role
in the smooth operation of the competition and the enjoyment of the
participants. Sincere thanks to Mike Moorman, Mike Trego, Frank Sparrow and Jim
Weaver.

Look It Up, Don't Make It Up |

There have been some recent issues lately which has prompted Dave
Donatelli to request that some of you stop making up rules as games
go along. IF you are unsure about a rule, just let the coaches know
that and tell them you will have to check the rulebook. These issues
have come up at both the amateur and high school levels. We're getting
into playoff season and it doesn't look good when the officials get
things wrong, but it's worse if you start making things up. One example:
Penalty shots are recorded on the sheets and they DO count toward the
5/15 rule. There are no minutes, but the penalty does count.

ceremonial, but we do make some 'calls' and have a lot of fun for a great
cause. They ask us back every year and everyone treats us much better than our
usual crowds, they love us. All that is required is your referee sweater to
wear during the event. They provide free drinks and dinner in a dine-around
setup starting at 5:30pm. The Monopoly Tournament competition begins at 6:30pm
and wraps up around 8:00pm. This is the only charity event in which WPHOA
participates. Please make every effort to attend and help out, there is plenty

PIHL rule 4.5.D states that "Prior to the start of the game, the referees
shall meet the team captains at center ice, give pre-game instructions, and
witness a pre-game handshake between the team captains." All officials are
instructed to ensure this rule is enforced.

Secure your valuables in the locker room |

Please remember not to leave any valuables in the referee locker rooms.
During a recent weekend tournament, one official had cash removed from his
wallet and other officials had their belongings rifled through. It is also
highly recommended that the officiating crews lock the room during the game(s)
if at all possible. This is especially important during tournaments when
there are a lot more people in the locker room areas. Please leave your
valuables at home or somewhere safe.

New Addition to WPHOA family |

The WPHOA family got a little larger on Thanksgiving day. Brian Hoebel's wife
Tanya gave birth at 8:37 PM on Nov 24 to a 7 lb, 6 oz baby boy, Brett John
Hoebel. Mother and baby are now at home and doing well. Congratulations to
Brian and Tanya!

Note from Scheduler: I've had a few people tell me that they do not receive
the email notification when the schedule is published but that they do receive
the 48-hour before game notification. I've talked to the Assign by Web tech
people, and they tell me that because the schedule publication email is sent
to everyone at once, your email software may be blocking that notification as
spam or bulk mail. All notifications from Assign by Web come from
webadmin@assignbyweb. If you are not getting the "mass" emails, you need to
check the spam blocker in your email software and make sure that you allow all
emails from webadmin@assignbyweb. Thank you. In addition, don't forget to
check this website. Michael posts an announcement when I publish the next
round of games.

Complete your Open Book Exam |

According to the latest listing from USA Hockey, quite a few people have not
yet sent in their Open Book Exam. DO NOT WAIT until the end of the month to
get that in to Colorado Springs. If we do not have your passing test results
back by December 1, YOU CANNOT DO ANY GAMES. If you don't get put on Beth's
schedule for games in the beginning of December, that's probably why. We
don't want to take a chance that you'll have to give back the games because
you don't have your crest. Thank you.

Todd Mittlemeier's grandmother passed away recently. The funeral will be at
Slater Funeral home on Monday night & all day Tuesday. Our condolences go out

Member injury brings evaluation opportunity |

Brian Shoff, one of our officials in Johnstown (and dad to official Jesse),
has been sidelined this year due to a work-related injury to his hand.
However, in order to "stay in the game" and to prevent his wife from getting
too used to him being home in the winter, we've asked Brian to take a look at
some of the newer guys in the Johnstown area and he has graciously accepted.
If you are new to skating in that part of town and would like to be evaluated,

Scheduler needs your data! |

Beth needs everyone to send in their data sheets and rink availability forms!
Only 80 officials (out of about 125) have returned their data sheets & rink
availability forms. With the PIHL season starting in about 3 weeks, she REALLY
needs to get everyone's info into the system so she can input games when she
recieves the PIHL schedule. A list of the officials who have NOT returned
their forms is in the Members Area.

Crests are mandatory |

Mark Wilkins, director of USA Hockey's Mid-Am district, has issued a memo
regarding crests. All officials must wear the current crest when officiating
games, or they will face disciplinary action. Many officials have two
sweaters, and the suggested solution in this situation is to get a second
crest (available from USA Hockey for $5) or to put velcro on each sweater and
on the back of the crest. Excuses will not be tolerated.

CHE overtime rules |

CHE has approved the use of NCAA rules for overtime. If the score is tied at
the end of three 20-minute periods, the procedure is:
- There shall be a one-minute intermission.
- The teams shall not change ends.
- A five-minute, sudden-death overtime period shall be played.
- If a goal is not scored in within this overtime period, the game shall
be declared a tie.
- If the game curfew time is reached during the overtime period, the game
shall end immediately & will be delared a tie.
- Any overtime period shall be considered part of the game and all
unexpired penalties shall remain in force.

member's area. Beth will send you a username and password when you are
scheduled for games.

As of 9/21, this season's member data sheets & availability forms have all been
mailed. If you were on the regular rotation receiving games last year, you
should receive a form. If you don't receive one by 9/28, call the WPHOA
hotline at 412-655-0776 and leave a message. Even if no information has
changed from last year, please complete the form and return it to Beth
Morgret; otherwise, she may assume you've retired or taken a year off and
you won't be getting games. If you are new to WPHOA, you will not
immediately receive one of these forms until you begin skating the games
which Beth schedules. Please begin using the WPHOA hotline for hockey calls
and avoid using the Morgret's home #. Thank you.
Also, every member should verify that their information on the phone listing
(in the member's area) is correct. Other
offiicials will not be able to contact you if your information is not up to
date. We are attempting to verify everyone's information this summer, so
please fill out a member data form (in the forms section of the member's area)
even if all of your data is correct (there is an option for that so you
don't have to fill everything in).

Beth Morgret has the September schedule for the Hornets & expects to get the
Amateur Pens schedule any day now. The rates for both these teams have
increased, plus we still get the extra $10 for single game slots. If you
would like to get on the get side of the scheduler, give her a call & take
some games!
Also, the WPHOA phone hotline number has changed
since Beth has taken over as the rescheduler. Calls must now be directed
to 412-655-0776.

There have been several executive board changes. Bill Robb has resigned from
his position as Secretary. Also, Mike Broniman has resigned as the
re-scheduler: Beth Morgret has agreed to take on the re-scheduling duties.
